Veteran NYPD Commander Makes Final Off-Duty Arrest Before Retirement

A veteran NYPD officer concluded a nearly four-decade career with an unexpected final act of service. Lieutenant Joseph Bell, the long-time commanding officer of Highway Patrol Unit 5, apprehended a burglary suspect at a neighbor’s home on July 28, just hours before his scheduled retirement.

Bell, who served the department for 37 years, reported that he was at home preparing for his final day on the job when he received a call from a neighbor regarding a potential break-in at a nearby residence. Upon arriving at the scene, Bell encountered an individual exiting the property and successfully took the suspect into custody. The officer noted that the suspect complied with his orders during the encounter.

Reflecting on the event, Bell described the arrest as a fitting conclusion to a career defined by high-profile responsibilities. As the leader of Highway Patrol Unit 5 for 24 years, Bell was responsible for managing motorcades for several U.S. presidents, including George W. Bush, Barack Obama, Joe Biden, and Donald Trump, as well as for Pope John Paul II. During his tenure, he also focused on traffic safety initiatives on Staten Island, which reportedly contributed to periods of zero traffic fatalities in the area.

Following the arrest, Bell officially retired from the department, with a ceremony held at the 122nd Precinct stationhouse in New Dorp. While he had spent years preparing for his departure, Bell described the transition as an emotional experience. He stated that he now intends to focus on personal time and travel following his long service with the NYPD.
