City Shifts Shelter Intake Services to East Village Sites

Beginning August 1, 2026, the New York City Department of Social Services (DSS) is set to launch new intake operations at two East Village locations. The transition shifts services for single adult men to 8 E. Third St. and intake for adult families to 333 Bowery.

The relocation follows a legal battle that concluded last month when State Supreme Court Justice Sabrina Kraus determined the city maintained a rational basis for moving operations away from the Bellevue intake shelter. The city has characterized the move as a necessary step toward modernizing its shelter system, citing the severe disrepair of the Bellevue facility, which has been in operation since 1931.

To assist with the transition, the city plans to maintain a limited staff presence at the former 30th Street site for at least one year. This team will be tasked with directing individuals to the new East Village locations, and transportation services will be provided between the sites.

The plan has faced sustained pushback from local residents and some elected officials. Critics have expressed concerns regarding the potential neighborhood impact of converting these sites into citywide intake centers. During an April community meeting, City Councilmember Harvey Epstein questioned the lack of advance notice and the perceived absence of a comprehensive operational plan. Assemblymember Grace Lee also raised concerns regarding the potential effects on the surrounding Lower East Side and Chinatown communities, as well as the transparency of the city's decision-making process.

City officials have consistently defended the relocation as a vital measure to address the deteriorating conditions at the legacy Bellevue site. While the city has already transitioned hundreds of assessment beds to other locations as part of its broader modernization efforts, the new East Village centers represent the final phase of the intake shift.
