Lottery Opens for 209 Affordable Apartments at East New York’s Alafia Complex

A new housing lottery has commenced for 209 affordable apartments at 882 Fountain Avenue, marking the second phase of the Alafia development in East New York. This project is a component of the state-led Vital Brooklyn initiative, which seeks to address regional health and economic disparities through the construction of thousands of homes across Central Brooklyn.

Applicants earning between 40 and 70 percent of the area median income are eligible to apply for the available units. Monthly rents for the apartments range from $830 for studios to $2,745 for three-bedroom layouts. The deadline for submissions is September 25, 2026.

Developed by a partnership including Apex Building Group, L+M Development Partners, RiseBoro Community Partnership, and Services for the Underserved, the Alafia campus is designed to function as a mixed-use neighborhood. Upon full completion, the 27-acre site is expected to house approximately 2,400 affordable apartments. The campus plan emphasizes wellness and sustainability, incorporating Passive House design principles and energy-efficient appliances throughout the residences.

Beyond residential space, the development includes 50,000 square feet dedicated to commercial and community facilities, such as a One Brooklyn Health medical center. The site also features over six acres of open space designed by the firm SCAPE, which includes recreational areas, a community farm, and a fitness loop. An on-site urban farm is projected to produce up to 180,000 pounds of fresh produce annually to support local food access.

Supportive services are a central pillar of the project, with resources tailored for veterans, older adults, youth transitioning out of foster care, and individuals with behavioral health challenges or developmental disabilities. Workforce training programs in fields such as culinary arts and green technology are also planned for residents.

The development is located in the Spring Creek area, with access to public transit via the B12, B84, and Q8 bus lines. Interested parties can find application details through the official city housing portal.
